Project developments:

On 30 Jun. 2004, the capital stock and tuition aid fund entered into accounts.
Before 1 Aug. 2004, the program laid 900-meter pipes and planted 9 mu of lawn.
In 2004, the cultivation management of the original lawn became more and more difficult since rural schools reformed the personnel system and the amount of teachers reduced. The community council discussed the problem and decided to grow Nan bamboo (nan zhu) instead to suit local circumstances and market needs.
On Sept. 2004, the PF afforded new term tuition fees of 288 needy pupils by offering RMB 14, 400 tuition assistance fund.
In Oct. 2004, the school funded 5 extremely needy pupils at a cost of RMB 1, 067 .
On Nov. 2004, the Pf staff audited the financial situation of the program and found that the school diverted RMB 24, 000 of the program tuition aid fund to construct school buildings without the PF and the community council's approval. The PF staff exchanged views with Yuanling Education Bureau and the school, and made a detailed scheme to recover the diverted fund, and organized members of community council to study the procedures and methods of discussion so as to strengthen democratic management of the program.
